Xiao Tianyang’s court decided how the Tianwu Emperor Dynasty would divide the Second Layer’s spoils and prepared to negotiate with the other powers. The Nation of Ten Thousand Nations and the Thirteen Alliance accepted their terms, while negotiations with the many planes remained unfinished.
- Jia Xu, Wei Liao, Sun Wu, and Zhang Liang discussed the competing claims to the Second Layer’s resources and agreed that the Tianwu Emperor Dynasty could not surrender the Core Area.
- Xiao Tianyang claimed the Core Area and Northwest District for the Tianwu Emperor Dynasty, assigned other regions to the Nation of Ten Thousand Nations and the other planes, and ordered the military to prepare for war if the terms were rejected.
- Zhang Yi, Zhang Qian, and Fan Ju departed with delegations to negotiate with the Nation of Ten Thousand Nations, the Thirteen Alliance, and the temporary alliance of planes.
- Fan Ju secured the Nation of Ten Thousand Nations’ agreement to the proposed division, and Alexander VII accepted the compensation as fair.
- Zhang Yi persuaded the Thirteen Alliance to compromise, while leaving it to the alliance and the Nation of Ten Thousand Nations to settle their own distribution.
- Zhang Qian’s negotiations with the many planes proved more difficult because their temporary alliance lacked unity and its members had conflicting interests.
