The rule that no one could enter or leave still made quite a few wandering immortals feel a trace of tension. Taking advantage of the opportunity, I roughly asked about the city's guards, and the female cultivator readily told me what she had seen as well. There were roughly a thousand of them—not too many. Aside from that, there were the administrative Celestial Officials. They also numbered about a thousand, making two thousand in total.
There also were not many wandering immortals in West Victory City. Though they came from all over the world, the wandering immortals who were either passing through or permanently residing in the city totaled less than a thousand. This was not much of a secret either; anyone could see it with their own eyes. So although West Victory City was fairly large, its total population could not exceed three thousand. Including the captured bandits, the absolute maximum was four thousand.
After discussing cultivation and spreading the Dao with that female cultivator, we parted ways. I wandered aimlessly while carefully observing some of the city's basic and military facilities. For a divine city, this one was already quite large. Moreover, since it was a border administrative institution, its walls were sturdy and its cannons powerful, making it easy to defend and difficult to attack.
