like a complete hierarchy and cultivation mechanism in a fantasy novel,

The Paths were clearly based on the same concept.
How far one traveled along a Path determined how much power one could obtain.
Naturally, the farther one went, the stronger one became.
It was even entirely possible to rival an Aeon's Emissary without actually being one.
After all, an Aeon's Emissary was like someone who had simply received a blessing—a case of forcing a seedling to grow by pulling it upward. As long as an Aeon favored you, you could obtain unparalleled power.
That was something that had to be discussed separately.

An Aeon would never bless you for no reason.
They only paid attention to those worthy of their attention—or to like-minded companions.
At the very least, for them to bless someone as an Emissary, that person had to be compatible with their Path and their underlying motivation, and genuinely willing to act accordingly.
