Amanda Waller happened to be at Blackgate Prison. She clearly had other plans for Killer Croc, plans tied to her future agenda.
The sudden darkness startled her at first, but she quickly calmed down and began directing the personnel on-site.
"Have the maintenance department find out why the power went out and activate the backup generators!"
"Ma'am, the backup generators can't be activated!"
Amanda glared fiercely at the staff member. "You'd better have a reasonable explanation."
Could Blackgate Prison really be so brazen as to embezzle even the funds for backup power?
The staff member swallowed and gathered his courage.
"The backup generators were sabotaged in advance. They can't be started."
Amanda frowned at that, immediately sensing that something was wrong.
"Order the security forces out to maintain order. Especially the prisoners in their cells—make those pieces of trash calm down!"

The security forces failed to notice that there was one extra person among them. They used their radios to confirm their positions before splitting up.
The shadow followed at the rear. Then, without warning, he struck and choked the last guard unconscious.
Using his technology, he copied the prisoner list and prison serial numbers concealed on the guard's person, locating the target he was looking for.
He then took the place of the last guard, occasionally keeping up a conversation with the other members to maintain the illusion that everything was normal.
At last, deep within the prison, he found the person he had come for.
