Nick shook his head. "The courts can't judge him."

Given Alexander's value, those people would only be more eager than Nick to squeeze everything out of him. They would never let him die.

"There must be laws in this country that can punish him!"

Nick looked up. "Steve, we are the ones who can punish him..."

Steve took two steps back, unable to believe it. Never before had he felt that carrying out justice could be so difficult. Given Alexander's crimes, even ten death sentences would not be excessive.

Steve understood what Nick meant. Although Alexander's crimes were monstrous, there were still loopholes to exploit.

America was a nation where states governed themselves, and many states had no death penalty. If Alexander were tried in one of those places, there was a strong chance he would receive life imprisonment.

As long as the man lived, there would be plenty that could be done with him. By now, Steve had no expectations left for the integrity of the relevant departments. This country's politics were utterly rotten.

But he had believed that there were at least places in this country that could uphold justice and dispense fairness. He had not expected Nick to tell him so plainly—there were none!

The worthless Hydra members could be sentenced to satisfy the public and public opinion.

After all, Hydra had so many grunts. Parading them all out would be quite intimidating.

But valuable targets, people like Alexander, would be kept as prisoners to create even greater value.
