There was no need to wait for those hotheads to blow up. The administrators who had read through the proposal were already exploding with outrage.
Rebuild Qinggang?
What kind of god-awful plan was this?! Before this, all the information they had received was that Qinggang Shelter planned to form an Expedition Team and explore the mysterious outside world, seeking more benefits to drive the development of all the factions.
How had it suddenly changed from invasion to Farming Genre?
The proposal had not yet specified who would pay for the reconstruction.
But just looking at the steps listed above:
First, every shelter had to send out its own Armed Forces Department to clear the rampant radiation creatures around its Gathering Place and create an environment where survivors could live on the surface.
Second, the rampant mutants throughout the city had to be restrained. Humanity would not exterminate these creatures of the same origin, but would instead drive them completely out of the city.
Third, the mutated plants occupying the normal roads throughout the city
