Again, Uchiha Hiko!

The Sannin, Hatake Sakumo, Danzo, the young Minato Namikaze, and Nawaki Senju were all good candidates.

The latter two might still need training, but the first few could take office right away. Although Hiko disliked Danzo and hated this guy, he had to admit that Danzo was indeed quite capable when it came to holding a high position.

Most importantly, he had great courage. Though his methods were underhanded, his political skill was strong enough. Not every Hokage had to be as outstanding as Senju Hashirama, Tobirama Senju, or Hiruzen Sarutobi to be considered qualified.

People differed, and so did their personalities and ways of handling matters. Hiko could disparage Danzo without end, but there were certain strengths of Danzo's that Hiko had to acknowledge.

So far, Konoha's three Hokage had all made outstanding contributions. No matter how powerful the Hokage who came after them might be, it would be difficult for them to compare unless they accomplished something those three had been unable to do.

At least, that was how Hiko saw it.

The first stage was Senju Hashirama. As the First Hokage, Senju Hashirama had joined forces with Uchiha Madara to establish Konoha, supported the Daimyo of the Land of Fire, and brought numerous clans into Konoha. Any one of those achievements was enough to leave people awestruck.

Compared with his older brother Senju Hashirama, Tobirama Senju of the second stage might not have seemed as perfect. But one should not forget that Konoha had reached its peak under Tobirama Senju's leadership. Some issues Senju Hashirama had been unable to resolve were settled only after Tobirama Senju became Hokage.
