Aside from having to consider Kirigakure's distance, there was also the discord between Konoha, Sunagakure, and Iwagakure. Holding it in any of those three villages would have been inappropriate, while Kirigakure was too far away. Thus, they could only settle for the centrally located Kumogakure.

The Third Raikage, the Third Mizukage, Ōnoki, Rasa, and Hiko—the representatives of the Five Great Shinobi Villages—gathered in Kumogakure within two days. Ōnoki and Rasa were one thing, but the Third Mizukage had crossed the sea and arrived in Kumogakure in just two days. Who knew what method he had used? Of course, it could also be because Kirigakure was relatively close to Kumogakure.

It looked close, but traveling by water could not compare to traveling over land.

For the Third Mizukage to arrive within two days, even Hiko had to give him a thumbs-up.

Other than Hiko, the representatives from the other villages were all current Kage. Hiko sitting together with the four Kage was, admittedly, a little strange.
