"A surprise is indeed needed. I didn't expect our White Zetsu army to be wiped out so quickly. Although the Allied Shinobi Forces suffered considerable losses as well, they still didn't meet our expectations."

Black Zetsu was deeply dissatisfied with the Allied Shinobi Forces' casualties. Tens of thousands of White Zetsu had died, yet so many Allied Shinobi Forces remained. It was simply too much of a failure.

The others did not know that Black Zetsu held an equal position to Konan and Nagato. They all thought Black Zetsu was merely an ordinary member like themselves. Little did they know that Black Zetsu had essentially taken control of Akatsuki; even Konan and Nagato listened to him.

The rest of Akatsuki would deal with the Allied Shinobi Forces, while Nagato himself was responsible for capturing the Nine-Tails. It was a reasonable arrangement, except the Nine-Tails was beside Hiko, which was a huge problem for Nagato.
