Just look at the Sharingan's evolution and the conditions required for it. When the Kaguya clan's Kekkei Genkai awakened, it caused illness; the more it was used, the faster its user died. The Uchiha clan did not have it quite so tragically, but once the Sharingan evolved into the Mangekyo, it became a major problem as well. Who would not want to use such powerful Dojutsu? Yet the more often it was used, the faster one went blind. It was like being granted immense power but not daring to use it freely.
It was like finding several million, only to discover it was all consecutively numbered cash from a bank robbery and could not be spent. It was frustrating and agonizing.
The Mangekyo was manageable enough, but the Eternal Mangekyo was an even greater problem. Not many Uchiha could awaken the Mangekyo in the first place, much less have two brothers awaken it together. Having brothers transplant their eyes to evolve them into the Eternal Mangekyo was even more difficult. Over thousands of years, the Eternal Mangekyo had appeared only in Madara and Uchiha Sasuke.
