These were not true "knowledge," but anyone exposed to Cloudtop Flower over many years would be influenced by those information streams, gradually awakening their wisdom.
However, the prerequisite was that the one being enlightened had to possess an absolutely powerful brain, as well as a sufficiently rich imagination.
That might still sound somewhat vague.
To put it another way, Cloudtop Flower could be used on three kinds of living beings.
First, it could be used on sentient beings that stood on the verge of enlightenment.
For example, common birds and beasts, insects, fish, and the like. But not every such creature could attain enlightenment. It had to be a mutant within its species, a being that possessed emotions and awareness.
Such mutants were extraordinarily rare. Once one appeared, it would certainly stand head and shoulders above the rest. Some did not even need Cloudtop Flower to awaken their wisdom on their own.
Second, it could be used on the less intelligent among Demonic Beasts and Magic Beasts.
Low intelligence meant they already possessed a certain degree of wisdom, but perhaps lacked logic or thought, resulting in poor use of their brains.
For creatures like these, all it took was a small spark to set the flames of their wisdom roaring.
Cloudtop Flower could become that spark that ignited wisdom.
