This black-robed man was presumably one of the first group to approach Gorman for news of Lucas. Angel could clearly sense the faint energy fluctuations emanating from him.
Judging by the level of that energy, the black-robed man was likely only a beginner apprentice and had probably entered the path not long ago.
Not long after, the black-robed man finished reading the documents. A trace of indignation showed on his face as he questioned Gorman on the other side of the room. Clearly, he was far from satisfied with the information.
Gorman gave several explanations. From what Angel caught in the wind, Gorman's explanation to the black-robed man was the same as what he had told Angel before. If they wanted more information on Lucas, they could only go to the Anjou Dynasty.
After asking a few more questions about the Anjou Dynasty, the black-robed man grimly tossed Gorman a bag that clattered loudly, then left.
Angel had Toby follow the black-robed man while he slowly descended.
