Kaido negotiated with a Black-Clad Man over joining the World Government, agreeing to help it take Wano Country in exchange for a future military role. The chapter ended as the Black-Clad Man contacted his superiors about Kaido’s demand to keep Onigashima and visit Yamato in Wano each year.
