After learning about the World Government’s overwhelming power and the devastation of its punishment in the Giant World, the Emperor decided the Empire should seek peace and apply to join. The court accepted his decision, and Shao'er was ordered to contact the World Government, while Brand’s body and the whereabouts of Leone, Nahashu, and Tatsumi remained unresolved.

• Teddy’s returning delegation presented documents and footage of the World Government’s vast military strength and the lawless cities of the former Marley, terrifying the Emperor and the officials.
• The Emperor decided against further fighting and asked the court whether anyone objected to making peace and applying to join the World Government.
