Enma negotiated with Hamura Otsutsuki over the World Government’s plans for the Shinobi World, including its schools, clans, and tailed beasts. Hamura accepted the school arrangement and a soul-return agreement, but learned that Imu’s power and role in opening the Star Gate seemed godlike.

- Hamura asked to meet Imu, and Enma said she could request a meeting with one of Imu’s avatars because his true body remained in Mary Geoise sensing the stars for new worlds.
