Because only a Level Ten Star Core had a radiation range that could reach an entire Star Cluster!
As long as a Level Ten Star Core's radiation range reached a Star Cluster, its Nebula Layer could be established around that Star Cluster, allowing internal unification to be achieved!
Rather than saying that a Level Ten Star Core was the foundation for establishing a Starry Sky Great Clan, it was more accurate to say that a unified Star Cluster was the true foundation.
As for Star Clusters, there was no longer any distinction between ordinary and powerful ones!
