Qing Wu thought that since he had come to Rustboro City, he might as well visit the Rustboro City Gym. He now had two Badges: the Fire Badge from Lavagem Gym and the Fighting Badge from Fighting Gym.
In each region of the Pokémon World, anyone applying to become a Gym Leader could not choose an attribute already represented by an existing Gym, in order to avoid unfair competition.
The current Gyms in the Hoenn Region were Rustboro Gym (Rock), Fighting Gym (Fighting), Mauville Gym (Electric), Lavagem Gym (Fire), Littleroot Town Gym (Normal), Fortree Gym (Flying), Misty Gym (Psychic), and Dewford Gym (Water).
Qing Wu was applying for Rustboro Gym. He could either inherit its original Rock attribute or switch to an attribute different from those of the other seven Gyms.
That left Qing Wu with only ten attributes to choose from: Dragon, Steel, Ground, Bug, Ghost, Ice, Fairy, Poison, Dark, and Grass.
"Hmm, it seems the Fairy attribute hasn't been discovered yet. Should I become the Fairy Elite Four under the title of Number One Fairy User?" Qing Wu changed his mind and immediately rejected the idea.
Being a Fairy Gym Leader was more suited to a woman.
If Qing Wu became the leader of a Fairy Gym, it somehow felt a little too gay.
Qing Wu quickly ruled out that option. He felt rather lucky, because two years later, the Elite Four Respect Decree would be introduced. To maintain respect for the incumbent Elite Four, later Gym Leaders could not choose the same attributes as the current Elite Four.
The current Elite Four represented Dark, Ghost, Ice, and Dragon. If those were excluded, Qing Wu might be left with only six attributes to choose from: Steel, Ground, Bug, Fairy, Poison, and Grass.
