But when he saw the wrecked police car in the center of the square, the thugs' jeep, and the shattered statue, his gratitude quickly turned into dejection and despair.
"This city is burning." His voice was bleak. "There's no hope left."

As the last echoes faded, the Bat's figure had already vanished.
He did not waste precious time encouraging the officer—in fact, if he had been Arkham Universe's Batman, he would not have encouraged the officer either.
In that respect, the two of them had very similar styles: decisive, high-handed, and willing to use any means necessary. Achieving their goal was their highest priority. Only because their circumstances differed did their methods differ.
