When people are busy inventing things, they tend to shut themselves off from the outside world. This was a case of concentrating too hard and getting trapped in a dead end. So it was no wonder Orochimaru became so utterly absorbed in his research. Of course, if Orochimaru hadn't been fiddling with corpses, the scene would have been much more harmonious.
Regardless, while Yuhara was focused on his "dirt inventions," something major finally happened in Konoha.
The Third Hokage decided to establish a new security organization to prevent, stop, and investigate ninja crimes and maintain order within the village. Its name corresponded to the "Dark Division": the "Bright Division"... Although "Dark Division" was merely an abbreviation, the name "Bright Division" was already enough to make Konoha's official attitude clear.
Put simply, Konoha was going to establish a new police department, and this police department was preparing to recruit patrol officers. Interested ninjas could sign up of their own accord... It wasn't entirely voluntary, though. This apparent freedom was actually limited to a specific group of people.
Objectively speaking, the Third Hokage still hoped to achieve some kind of smooth transition. This was mainly reflected in the fact that the new "police department" planned to recruit eighty ninjas for permanent duties, while the Third Hokage left thirty positions for the Uchiha Clan and made Uchiha Shisui the "deputy chief."
It was certain that all thirty positions could never be filled, but the Third Hokage's attitude had already been made clear. He had absolutely no intention of wiping out the Uchiha Clan. In fact, he had retained enough respect for the Uchiha... They had been given more than a third of the "share." Was that still not enough?
