The center of the Land of Fire, Daimyo City.
The "Twelve Guardian Shinobi" was an important security organization responsible for protecting the daimyo of the Land of Fire. It consisted of twelve powerful jonin, and under normal circumstances, that force was more than enough to protect both the daimyo and the central government of the country.
The problem was that these twelve shinobi could no longer be regarded as a unified organization.
The root of the problem went back to the debate over social systems. Although the First Hokage's one-village-one-country system had unified a country's military forces, granted the shinobi villages sole legitimacy by linking military and political power, and rendered every armed force other than Konoha an illegal group through its principle of exclusivity...
Overall, however, the government of the Land of Fire could not be called a unified military-political regime. The relationship between the central government of the Land of Fire and Konoha Village was very clear in name, but in reality, it went little deeper than that "name."
The daimyo appeared to lead the Hokage, while the Hokage actually ruled Konoha. Konoha was basically beyond the daimyo's control... In truth, Konoha had a very strong mercenary nature.
The irrationality of separating military and political power was not something only Yuhara, with his "otherworldly knowledge," could see. In fact, anyone close to the center of power in the Land of Fire would develop similar feelings. Some would even seek a way to solve the problem... The Twelve Guardian Shinobi were one such case.
Separation was unreasonable. A unified military and political system was what made a complete country.
In this regard, Yuhara's understanding was the same as these people's. But because their positions were identical, their views on who should unify whom were diametrically opposed.
