Hobart had the confidence to cooperate with Official Extraordinary because his father was a Commodore.
Most Wild Extraordinary did not have such an opportunity, because Official Extraordinary treated Wild Extraordinary by arresting every one they encountered.
Therefore, if they wanted to cooperate with them, they first had to prove their usefulness to the Official Extraordinary while concealing their identity as Wild Extraordinary. Only then could they become informants or External Staff.
Then there were Beyonders like Kelly, whose purpose in becoming Beyonders might have been to escape secular society altogether, so they had no intention of cooperating with Official Extraordinary.
Such a life was indeed free and unfettered, but just as with Kelly's predicament, when faced with recruitment from unofficial Extraordinary Organizations, they did not even have the confidence or right to refuse.
Because besides being Beyonders, they were also "walking Extraordinary Characteristics." If they refused too decisively and incurred the resentment of those Extraordinary Organizations, they might very well become Extraordinary Characteristics themselves.
It could be said that the law of Extraordinary Characteristics had made the entire Beyonder World so cruel.
Hobart asked, "How strong are they?"
Kelly said, "They are a team. From what I observed, there is one Sequence 6, one Sequence 7, and two Sequence 8s."
"What pathways are they from?"
"The Sequence 7 seems to be from the 'God of Death' pathway. Of the two Sequence 8s, one is a 'Provoker.' The others have yet to be confirmed."
Hobart paused. It sounded like a ragtag team! As far as he was concerned, as long as they were not Beyonders from the Black Emperor or Judgement pathways, it was fine, since they might otherwise be members of the Tamara Family.
Hobart asked again, "What organization do they belong to?"
Kelly shook her head. "I don't know.
