The Ministry of Justice had dedicated staff and areas for Lawyer Qualification Certificate examinations. They essentially tested applicants as they came. The written portion was not difficult, requiring only the recitation of certain laws and regulations.
The interview portion was more difficult. Candidates had to immediately determine which laws and regulations applied to the cases presented by the examiners.
