There was no denying that they were an exceptionally capable group of Nen users with outstanding talent, but it was hard not to feel that what they did was a waste of that talent... Of course, he had no right to judge them. After all, their actions had much to do with their origins, backgrounds, and experiences.
The Phantom Troupe had been dazzling in the early parts of the original story, but with the unfolding of the Chimera Ant Arc and the Dark Continent Arc, they could no longer hold center stage.
At the end of the day, in the world of Hunters... they were simply a band of thieves.

In Oboro's eyes, with Chrollo's intellect and the members' abilities... they could have done far more, pursuing things more "wonderful" than merely plundering and killing.
As the saying went, it was easy to talk when you were not the one suffering. This was merely what Oboro thought from the perspective of an observer.
