He was the Ninth Rank who had entered the ruins last—Ocean Vortex Bloom. Since he had arrived rather late, he simply did not go deeper and waited near the surface for those below to come out.
After all, teleportation was forbidden within the ruins. Once the people below finished exploring, they would most likely return the way they came.
