Scarlson said in a deep voice, "The Investigation Group does not wish to use force, but I will if necessary. If force proves ineffective as well, and the Federation refuses to make amends, then we can only invoke the International Covenant, convene an international conference, and ask countries around the world to participate in the investigation."

Chen Chuan did not think highly of this course of action. International involvement in an investigation was useful against small countries, but against small countries, there was no need to resort to this measure. They simply could not withstand the pressure of the International Investigation Group.
