Scrimgeour understood. "Rufus, I really don't understand..."
Godwin Robards lowered his head and stared at the teacup in his hands. He seemed conflicted, but he still voiced his doubts. "Why aren't you immediately succeeding Cornelius Fudge as the new Minister of Magic?"
"Now isn't the time."
Scrimgeour looked up at Gadwin and sighed softly to himself. He was somewhat disappointed in his old friend's abilities.

Well, his former self probably had not been all that clever either, but... after dealing with the clever Anderson, Scrimgeour felt that his mind worked better than before.
Gadwin looked at his old partner. Rather than press the matter, he fell into a brief silence.

"More or less. Unfortunately, after Bones died, no one was left to clean up the mess Fudge left behind." Scrimgeour truly regretted it somewhat. If Amelia Bones had not died, he would have had more options instead of being driven completely into a corner as he was now.
"I have no idea how to clean up the mess Fudge left behind. If I take over Fudge's position now but can't offer a solution that satisfies everyone, all the pressure will fall on me."
"So that's why you're deliberately dragging things out
