Voldemort Had Another Realization: The village caught in the blizzard was still lit up. People drew their heavy curtains, keeping the cold outside the windows. No matter how fiercely the wind and snow battered the glass, it could not disturb the villagers warming themselves by their electric heaters. They had long grown accustomed to spending winters huddled by the fireplace, watching television.

A bone-deep chill flooded their hearts, and then they became dazed and weak, collapsing to the ground.
Screams of terror followed.
Outside the village, amid the wind and snow, Voldemort stood in a cloak, coldly watching the village descend into chaos.
The wizards did not intervene personally, instead allowing the Dementors to suck out the Muggles' souls. It was undoubtedly an utterly mad decision, but Voldemort was more than willing to let the Dementors continue reproducing.
Before long, the village sank into eerie silence again. The Dementors that had sucked out the souls gathered together, preparing to split and reproduce more Dementors.
"The Order of the Phoenix hasn't shown up?"
