There were still many matters in Avalon that required Albert's personal attention. He had never expected everyone to be willing to seriously understand all that Muggle stuff.
As for those wizards from Muggle families? Their situation was not much better. They had gone off to Hogwarts at the age of eleven. Perhaps they understood the Muggle World far better than wizards from magical families did, but that was about it.
Having never received a complete Muggle education, their understanding of many things was fragmentary at best. Calling them semi-illiterate would not be an exaggeration.
