"Monitor the realm?" Xiao Wuque looked at Jiang Ning, a flicker of surprise passing through his eyes.
Then he nodded. "That is indeed so. One of the Heavenly Surveillance Bureau's duties is to monitor the realm as well. But why has Brother Jiang suddenly asked about this?"
"Some things must be done by someone." Jiang Ning's mind flashed through scene after scene from Sunan Prefecture City: the ten-thousand-man pit outside the city, the flames soaring into the sky, and the sinkhole burning with corpses.
At that moment, Xiao Wuque looked into Jiang Ning's eyes, and disbelief flashed across his own.
A thought abruptly surfaced in his heart, but he instinctively shook his head, feeling it was impossible.
"Prefecture Lord, please take me to the Heavenly Surveillance Bureau. I want to see the means it uses to monitor the realm," Jiang Ning said.
"I understand." Xiao Wuque looked at Jiang Ning and nodded knowingly.
"Brother Jiang, please follow me." Xiao Wuque put away the case files on the table, then walked out of the study.
Heavenly Surveillance Bureau.
It stood in a tall building outside the royal palace.
The building was nine stories high, entirely constructed from dark gray stone bricks.
Windows and doors covered its exterior, but only the entrance on the first floor stood open.
Two gate clerks stood to either side of the entrance.
When Jiang Ning and Xiao Wuque appeared before the doors,
they saw that a Blind Old Man had already appeared there, as though he had been waiting for a long time.
"Senior!" Seeing the Blind Old Man at the entrance, Xiao Wuque hurried forward in quick strides, respectfully paying homage as a junior.
"Prefect Xiao, you have come looking for me today. There must be something important, yes?" the Blind
