After leaving the Mint in Riverside Town, Victor returned directly to Wood Fort Town and called a brief meeting with the department heads who were still there.

Victor had turned the former Lord's Mansion in the center of Wood Fort Town into the territorial government's new offices.

As the territory expanded, so did its civil service. The old offices had long since become overcrowded, and many of the larger administrative departments had moved elsewhere.

The Industrial Department headed by Bob had moved to Riverside Town, the territory's industrial center. The Agricultural Department headed by Sam had also relocated to the agricultural training school south of Wood Fort Town.

That left Victor with Powell, who headed both the Government Affairs Office and the Department of Civil Administration; Rabik from the Commerce Department; Levant from the Urban Construction Department; and several deputy heads from the Taxation Department and Animal Husbandry Department.

At the meeting, Victor brought out the new copper coins he had taken from the Mint. He had named the smaller one the Copper Jiao and the larger one the Copper Yuan. They were intended to replace the copper coins and copper pieces currently in circulation, respectively.

Victor passed them around. For many of those present, it was their first time seeing the coins in person. They looked much like the designs shown at an earlier meeting.

The Copper Jiao had a simple design: a numeral on one side and the Golden Sunflower Crest on the other. The Copper Yuan was more elaborate, with a pattern beneath the numeral, a larger and more sculpted crest on the reverse, and a serrated edge.

Though the new Copper Yuan and Copper Jiao were smaller than the copper coins and copper pieces already on the market, they had a satisfying weight, a brighter color,
