The next morning, Victor left home looking refreshed and headed straight to the Government Affairs Office to deal with some backlogged work.

As soon as he sat down in his office, Weber, the head of the Finance Department, came looking for him. He stood by the desk and immediately began complaining to Victor. "My lord, you have to do something about that Isaac fellow. He came straight to my house last night asking for funding, saying you had approved it. Of course I couldn't give him any!

"He even stayed at my house for dinner before leaving!

"Then he came to block the entrance to our Finance Department first thing this morning. I can't even get into my office now, so I had no choice but to come to you!"
