Saruman moved quickly. Relying on the existing core staff of the Operations Staff Department, he soon completed the preparations for establishing the two War Departments.

After the final plan was handed over to Victor, he was quite satisfied with it. He only made a few simple adjustments to the department heads, and news of the imminent establishment of the Army War Department and Navy War Department swiftly spread throughout the territory.

Aside from the few Regimental Commanders who had learned the details early during internal meetings, the mid- and high-ranking officers in the territory's forces were all curious about these two newly established departments. Many of them had already received appointment notices from the War Departments.

However, what everyone cared about most was the choice of Minister of the Army War Department. In their eyes, that position was extremely important; compared with the army, the navy was still far too small in scale.

Although the Army War Department was not currently a superior body to the territory's military forces, the high-ranking positions of Regimental Commander and Deputy Regimental Commander were still personally appointed by Victor.

Even so, the position of Minister of the Army War Department was subtly a notch above that of a Regimental Commander. If one of the Regimental Commanders held the post concurrently, it would undoubtedly represent that person's standing within the Golden Sunflower Family Private Army system.

After all, the Regimental Commanders of the various regiments were truly hard to rank above one another, whether by seniority or military achievements.

However, once the candidate for Minister of the Army War Department was announced, everyone felt it was only natural. After all, the Marquis's father, Baron Wembley, was indeed the most suitable choice.
