Victor nodded. "Time is indeed too tight. Those three tribes probably won't have time to evacuate all their people and property. We should avoid letting these vassal tribes suffer too many losses."

Victor thought for a moment, then ordered Saruman, "Make arrangements with the War Department. Have the Border Forces dispatch part of their mobile troops to support these vassal tribes and help evacuate their people. If possible, help drive their flocks back as well.
"If that truly isn't possible, then scatter the flocks completely. Do everything possible to keep them from remaining where they are. If those flocks stay there, they will only become supplies for the enemy."

Saruman nodded. This was nothing difficult for the Border Forces. The Two Rivers Legion's Cavalry units already included many Barbarians, and these Barbarian warriors had herded sheep and ridden horses since childhood. They were thoroughly familiar with such work.
Moreover, having the army help relocate the vassal tribes' people and property would also help stabilize morale.
