History
Loss of Goldflower Control
Frosgard, formerly the Goldflower Kingdom’s last major stronghold in the Northern Territory, fell to the Sauron four years before the events of Chapter 85. Its fall marked Goldflower’s loss of control over most of the region; the kingdom withdrew to strongholds including Fran City, Blackstone Pass, and Worton Fort. 85
Under Sauron rule, Frosgard’s northern shantytown contained a blacksmith district worked largely by captured Goldflower civilians. They forged and repaired Sauron weapons and armor in primitive furnaces while receiving only minimal food and security. 85
The occupied territory suffered from raiding, enslavement, destroyed settlements, and disrupted agriculture and trade. Karl later framed these abuses as the basis for his campaign to liberate the region. 927 1063
Carnford’s Rise
Carnford began as a precarious fief on the frontier, selected by Karl despite the Northern Territory’s reputation for cold, danger, and Sauron incursions. 2 7 Its early survival depended on defensive construction, resource extraction, agriculture, militia organization, and the rebuilding of its castle and settlements. 23 36 60
Carnford gradually turned the Northern Border’s resources into an economic base. Northern furs, timber, medicinal herbs, and mountain products were intended for armed caravans trading south in exchange for grain, cloth, ironware, salt, spices, and coin. 349
War and Liberation
The Sauron launched a major offensive in January of Sigmund’s second year, deploying fifty thousand elite troops toward the south. 935 Carnford’s eventual defensive victory forced the Sauron army to retreat north and established Carnford as a power that could not be ignored within the Northern Territory and the wider kingdom. 987
Karl subsequently issued a proclamation calling for the suppression of the Sauron and the liberation of the Northern Territory. 1063 After the decisive collapse of Sauron military power, mass flight began among Sauron inhabitants who feared retaliation for years of atrocities. 1117 1120
By the time Karl departed Frosgard, the Northern Border was considered pacified. Civil administration was assigned to young officials trained in Carnford’s laws and administrative system. 1128
Administration and Development
Settlement and Land Policy
Carnford organized migrants from its own territory and the south to reclaim the Northern Territory. New settlers received land, food during the reclamation period, seeds, draft oxen, official guides, guards, supply stations, and medical assistance. 1127
Land granted to immigrants was inheritable but could not be bought or sold, a measure intended to prevent land annexation and the creation of a landless tenant class. The government also supplied grain and tools for each unit of wasteland reclaimed. 1137
By the early administration period, more than 37,000 immigrants had been placed in twenty-seven settlements around Frosgard. 1136 Over the following year, the immigrant population exceeded 100,000 and newly reclaimed farmland surpassed one million mu. 1138
Infrastructure and Public Services
Karl prioritized roads, relay stations, bridges, reservoirs, and irrigation canals to connect settlements, move supplies, encourage commerce, and improve agricultural productivity. 1136 1137
Public-security patrols were expanded in response to bandit activity. Waterworks specialists were tasked with surveying water resources and constructing irrigation works, while graduates of Carnford Medical College established clinics and trained local medical personnel. 1137
Every settlement received schools teaching reading, writing, and basic arithmetic. A mobile medical system served remote communities, while serious patients could receive free treatment in Frosgard. 1137
Economy
The Northern Territory’s black soil was described as highly fertile, capable of yielding at least twice as much as barren southern lands when properly cultivated. Karl promoted grain, flax, cattle, and sheep farming rather than reliance on a single crop. 1136
Its grain output reached three times the previous year’s total, satisfying local needs and creating a surplus for southern trade. 1137 Factories processing local resources—including flour mills, textile mills, distilleries, leatherworks, and blacksmith shops—created employment and supported a growing commodity economy. 1137
Frosgard’s population exceeded 50,000, making it the second-largest metropolis after Carnford. Emerging towns along transport routes and resource-rich areas developed into local commercial and cultural centers. 1137
Military Significance
- The Northern Territory’s harsh climate, long distances, and hostile frontiers make supply lines, roads, fortified settlements, and local self-sufficiency strategically important. 2 1037 1136
- Eagle’s Nest Fortress served as a crucial gateway into the region and a focal point of the Sauron offensive. 831
- Carnford’s victory against the Sauron transformed previously contested or Sauron-controlled river valleys, pastures, and mineral areas into territory available for reclamation and grazing. 997
- Karl’s later proclamation and mobilization drew heavily on Northern Territory identity, its history of suffering under Sauron rule, and its recovery through Carnford’s administration. 1138 1139
- The Northern Territory ultimately supplied an army of eighty thousand for Karl’s southward campaign against the Empress Dowager. 1138 1139
