History
Shimizu trained under Chiyo and Ebizo. His work on the Great Sand Rain Canal, new Puppet Techniques, Chakra-powered vehicles, production lines, and Breathing Style earned him influence across Sunagakure 190 231 327. The Third Kazekage initially weighed him against his own disciple Rasa as a potential successor, but came to see Shimizu as the stronger candidate in both combat and leadership 190 235.
After Shimizu saved Rasa from a life-threatening injury, Rasa effectively yielded to him. The Third Kazekage then moved to name Shimizu Kage Candidate. Shimizu subsequently commanded a 5,000-strong force against Konoha, with Rasa as his deputy 342 343 358.
The Third Kazekage chose to retire because his physical strength and ability to adapt were declining. He offered Shimizu the position after the Iwagakure campaign, and later handed him the Kazekage Hat before a crowd gathered at the Kazekage's Office Building 436 461.
