Iver's reply was placed in a briefcase and delivered to the Privy Council Minister, who was attending a meeting in the Round Table Hall, in less than twenty minutes.
Camelot Minister merely opened the reply and glanced at it before sucking in a breath. Something buzzed in his head.
His blood pressure was rising!
Iver had not used Isabel's signature. He had signed his own name directly.
--But in truth, there was no fundamental difference.
After all, this document had been submitted to Her Majesty the Queen according to procedure, and Isabel was currently not on Glass Island. By Avalon custom, such matters could be delayed, but a formal reply could only be issued after Isabel returned.
Iver was not the Minister of the National Seal. Technically, he had no right to read these documents.
Yet not only had he read them, he had made no attempt to hide it. He had openly signed his own name in place of the Queen's. There was no doubt about it: Queen Isabel had granted Iver the authority of the Minister of the National Seal.
In theory, the Minister of Everything could indeed do such a thing.
With the Queen's direct authorization, he could temporarily be regarded as the minister of any department.
But it was only after seeing this reply that Camelot Minister finally understood one thing--
--Queen Isabel had truly been stripped of her authority by Minister Moriarty! Before this, Camelot Minister had not been entirely certain... Isabel's behavior had been so sudden and abnormal. Was it because all her previous behavior had been a disguise, or because someone had been teaching her to act that way?
In other words...
Was Minister Moriarty merely the young Queen's pampered pet, or was he the powerful minister manipulating all of Avalon from behind
