According to Iver's memories from this life, Minister Drost was Old Moriarty's friend. Their personal relationship was fairly good.
He was a powerful minister loyal to the Queen, and he had a good relationship with the Moriarty Family. He was also highly capable, incorruptible, and free of ambition for power. Without sufficient evidence, such a pillar of the kingdom would be impossible to bring down—and even with evidence, he might not be directly toppled.

Iver silently mulled over Old Drost's key traits.
He had felt that something was wrong before, but because of Lily, a walking repository of embarrassing history, he had failed to react.
Thinking about it now, Minister Drost seemed far too perfect outside his private life: an official who was highly capable and incorruptible would have at least some ambition to rise higher; an official who was highly capable but had no intention of continuing his rise would probably not be particularly incorruptible; and an official who was incorruptible yet had no desire for power would usually lack much ability.
It was basically an impossible trinity, yet Old Drost possessed all three qualities at once.
No wonder. So he was a mole. That made sense.
Could Old Drost also be one of Moriarty's pawns? Sitting in his wheelchair, Iver rhythmically tapped the armrest with the fingers of his right hand and fell into deep thought.
Meanwhile, Director Gordon had brought people from the Bureau of Supervision to the second floor of the White Shoes Club, where they were carefully questioning every person.
He took Iver's suggestion very seriously. Thus, he had brought the two most experienced inspectors and was personally checking whether any documents were hidden among the members' packages or personal belongings.
