"Jiraiya, I need an explanation."
Hearing the Third Hokage's words, Jiraiya sighed inwardly, somewhat disappointed in his teacher.
Naruto had indeed been wrong to leave the village and establish a ninja village in the Land of Whirlpools, but the root cause was the Third Hokage's past indifference. He had allowed the villagers to maliciously slander Naruto, ultimately driving Naruto to defect.

Seeing this, Jiraiya gave up trying to persuade him. He then brought up the Uchiha in the Land of Whirlpools and asked that the warrant for the Uchiha there be withdrawn.
Regarding this, the Third Hokage neither agreed nor objected.
His ambiguous attitude left Jiraiya somewhat frustrated. It seemed he had failed to accomplish even one of the things he had promised Naruto. The old man had always been hesitant when it came to major matters, unable to make swift decisions.
Skipping over the subject of the Uchiha, Jiraiya
