After much consideration, Jiraiya accepted Kakashi's invitation and began secretly investigating the village.
Having lost his direction in life, he had nothing better to do anyway. He might as well burn himself out and let Konoha undergo a complete rebirth through flames. That would at least prove his life's value.
His involvement could also keep Kakashi from going to extremes and becoming the next ninja to leave the village.
If they truly gathered enough evidence to force his teacher, the Third Hokage, from office, they could at least preserve some of his dignity.
After forming their investigation team, Kakashi and Jiraiya wandered all over the village, questioning villagers from different social classes about the village's past and receiving entirely different answers.
Seeing Kakashi's serious expression, Jiraiya curiously asked where these investigative methods had come from.
Kakashi pondered for several seconds before slowly saying, "Naruto taught me these methods. I didn't think much of them at the time, but now I find them extremely useful."
At the mention of Naruto, Jiraiya fell silent as well.
He increasingly believed that Naruto was the Child of Prophecy. Only someone destined to lead the ninja world could possess insight beyond that of most people at such a young age.
The investigation continued for several days. Through comparing the data,
Kakashi and Jiraiya discovered that the Konoha High Command's reputation among the villagers had steadily declined. Especially after Uchiha Night, all the complaints that had once been aimed at the Uchiha were now focused on the Hokage Building.
The reason was very simple. The villagers had previously believed their unhappy lives were caused by the Uchiha Police Force.
But after the Uchiha Clan vanished, their lives did not improve. The ninja enforcing the law in place of the Police Force were no different from before.
