Kusagakure's resistance was not particularly fierce. After all its higher-ups had been brought under control, Kusagakure was forced to sign an alliance treaty.

Under the terms of the treaty, if either Akatsuki or Kusagakure came under attack, the other party would be considered to have entered the war as well and would bear the responsibility of jointly fighting the enemy.

After the treaty was signed, Pain gathered the nearby Akatsuki members and ordered them not to harass the residents at will.

Itachi Uchiha and Kisame nodded in agreement, but Kakuzu and Hidan looked displeased. Hidan in particular had joined Akatsuki to preach and kill; forbidding him from killing was even more unbearable than killing him.

But since even Kakuzu, whose abilities were similar to his own, did not dare speak carelessly, Hidan did not dare complain lightly either.

Pain saw the unruliness of the Akatsuki members and increasingly understood the importance of cultivating talent. These rogue ninjas were fine at fighting and killing, but when it came to governing a village and guiding its development, they were woefully inadequate.

Otherwise, these rogue ninjas would not have been forced to leave their villages and become members of the organization.

Yet Pain himself had little experience in using Kusagakure to develop Amegakure. Konan usually handled Amegakure's administration, and he simply had no time for management.

After pondering for a moment, Pain again considered making a trip to the Land of Waves. But they were enemies now.

Still, if he merely sent a puppet over, it should not be much of a problem. Amegakure and Uzushio Village currently shared the Five Great Shinobi Villages as enemies, and there were no conflicts of interest between them for the time being.

With that in mind, Pain said to Konan, "Konan, stabilize Kusagakure's higher-ups for now.
