The appearance of these reanimated beings meant that the Impure World Reincarnation Jutsu had fallen into the hands of Black Zetsu and Madara Uchiha. But only Orochimaru should have possessed the Hokage's cells. Could Orochimaru have betrayed him?
On further thought, Naruto felt that Orochimaru had no reason to betray him. The experimental materials and environment he provided were clearly far superior to anything Black Zetsu and Madara Uchiha could offer.
That left only one possibility: Orochimaru had been forced to join Black Zetsu's camp.
Perhaps Otogakure had been destroyed outright, or perhaps Orochimaru had overestimated himself and tried to seize the Rinnegan. But regardless of the outcome, the reanimated Hokage had fallen into the hands of Black Zetsu and Madara Uchiha, becoming weapons to use against him.
