The underworld was an institution from myth and legend that ruled over the netherworld. It was the place that governed the lives of all living beings.
It was said that after a person died, their soul would leave their physical body and become a ghost.
After entering the underworld, the authorities there would judge your merits and misdeeds according to your conduct in life, deciding whether you would be reincarnated or sent to hell to suffer. Those with great merit might even be directly transformed into divine officials.
The whole point was that every cause had an effect, and good and evil would eventually receive their due.

These were all just legends.
