Chaos. Utter chaos!
Konoha had already descended into a scene of disorder and devastation, with misery everywhere.
Countless villagers sprinted through the streets, desperately fleeing toward the shelters. Flames soared into the sky around them as houses collapsed and debris scattered in all directions.
Panic spread through Konoha as people fled everywhere, cries and screams rising one after another.
Some children wailed in terror while the adults could only hold them tightly, trying to find somewhere safe to hide. The streets were a complete mess as people shoved and crowded against one another. Some were even knocked to the ground and trampled underfoot. Many shopkeepers who could not bear to abandon their property hurriedly shut their doors and trembled inside.
Although Naruto's Great Spiraling Ring had only erupted within the territories of the Three Great Shinobi Clans, its destruction had not been limited to them. Even the surrounding houses had been utterly destroyed. Coupled with the blast's aftermath, nearly all of Konoha had fallen into chaos.
This was an even more chaotic situation than the Nine Tails Rampage.
Yet the greatest cause of this chaos was, in truth, the Hokage Building's failure to function.
Sarutobi Hiruzen had practically deployed everything, taking almost all of Konoha's Anbu, along with the heads of several shinobi clans. Only the two advisers, Utatane Koharu and Mitokado Homura, remained in the Hokage Building, along with just two Anbu squads.
Faced with an explosion that had nearly affected all of Konoha, the two were completely dumbfounded. They had thought they were merely here to keep things under control and handle a few urgent matters, but nobody had told them it would be this urgent. They had lived most of their lives and served as Konoha's advisers for decades, yet they had never seen anything like this.
