Brando was suddenly at a loss for words.

He abruptly realized that he did not quite understand the question. So he decided to steer the conversation back into familiar territory. After thinking for a moment, he continued with his previous question:

"Then what is the difference between a meeting with the highest authority and one with the lowest authority?"

"The difference is enormous. It determines the level of power that participants with the highest authority can wield during the meeting. At a meeting of the highest authority, the Ancients possess unlimited veto power. They can even forcibly end the meeting." Ouvina glanced at him. "Just as you did."

Brando could not help feeling sympathy for Her Majesty the Queen's misfortune. "She doesn't know?"

"She may or may not. But even if she knew, she wouldn't know that your authority was so high. Her bloodline should come from Odin. Odin was the leader of the Earth Legion and an elder of the Truth Council. Their authority was second only to that of the Ancients.
