Where was Qin He going?

Why a cow?

After searching high and low, Qin He discovered that cows were not easy to find. The authorities used horses to haul supplies; only the forcibly recruited laborers nearby had a few cows.
And Qin He had to watch his location. He could not make a move where there were too many people.
In the end, Qin He found a Little Calf.
It had followed its mother here. The mother cow was tethered, but the Little Calf was not, and it was under a tree scratching its balls.
Qin He arrived and grinned.
Then, before the Little Calf could react, he flipped onto its back.
"Moo~"
The Little Calf panicked, jumping and kicking wildly as it tried to throw Qin He off.
