Carlos and the others did not have Xu Yue's resources. They could not simply ignore the inspections and leave the city.
Since they were the last batch and had spent too long inside the city, they had all been placed under observation and quarantine for a time.
When they finally left the isolation ward and saw the sunlight outside, they all felt dazed.
Many of the other survivors who came out simply clutched their heads and wept.

As soon as he finished speaking, armed personnel brought over the prepared agreements and placed them before each survivor for signatures and fingerprints.

They practically snatched the agreements away, signing and pressing their fingerprints onto them without even reading them.
Quite a few were nearly hysterical, their eyes bloodshot. They looked even more like zombies than the zombies themselves.
