Setting aside Mjolnir's own weight, it was also bound by a "rule" decreed by Odin, the Allfather. Other than those recognized by Mjolnir's conditions, only someone whose power surpassed Odin's at the time he set those conditions could wield it!
A major reason Vision could lift Mjolnir, aside from the Mind Stone, was that his consciousness itself contained part of Thor's way of thinking.
As for everyone else, aside from being "deemed worthy," they could only rely on brute force.
The reason Xu Yue had been so eager for this banquet was that he wanted to use this simplest method to first test the price of making a little reckless move.

In terms of raw power without using any Supreme Artifacts, I'm probably about on par with Odin back then. Maybe a little weaker, but not by much. We're on the same level.
