The main reason for this was its geographical location. The terrain recorded by the Steel Empire was already harsh. The first Emperor had conquered a vast territory, only to discover that there were just two cities suitable for connecting to the ports of the Western Islands. The East Coast, meanwhile, was so remote that it lay on the very edge of the empire, far too distant from its center.
