Even after returning to the command center to work, Raine was still somewhat dazed. He had never expected his lord to arrive at such a conclusion in the end!
A Star Civilization was the threshold for officially entering the ranks of the Great Lords in the universe. It required an extremely complex overall assessment, and none of the three major factors—territory size, military strength, and the competitiveness of technological market products—could be lacking!
Of the three conditions, territory was the easiest to fulfill. In the endless universe, such resources were theoretically infinite. With Lord Boton's current power, if he did not proceed steadily, he could even expand his current territory more than tenfold.
Therefore, when making an assessment, the central organization judged territory utilization, including material utilization, population utilization, and overall population quality. It was not simply a matter of gaining a higher score by having a larger territory. Otherwise, one could just occupy a few mining planets and claim that one's territory was large enough.
However, these things could all be manipulated, so territory was the least important of the three. The latter two, on the other hand, could not be faked.
The ratings for military strength and the competitiveness of technological market products were often obvious to outsiders without any special assessment.
The best-selling products on the market were ultimately weapons. If one could occupy a sufficiently large share of the arms market, that would prove one's military and technological strength.
Boton and Wine Immortal had officially been rated as Level 19 in the Federation, just one step away from Star Civilization. Yet for many lords, that single step was an insurmountable distance. Across the countless eras of the universe, the number of lords born at the level of Wine Immortal or Boton could not
