The Parliament Building, located along the Magic Energy Riverbank in Helrom, was not only the seat of the Protos Empire's parliament, but also a symbol of Protos politics, history, and architectural art.
The building's history could be traced back six hundred years. It was famous throughout the world for its colossal, era-transcending scale, finely carved stone walls, and Clock Tower.
The Lower House was famous for its iconic blue seats and opposing seating arrangement. It was one of Helrom's most important venues for political decision-making. The Upper House, meanwhile, showcased its traditions and solemnity through red seats and lavish decorations. It was primarily responsible for deliberating over and revising bills, while Franklin Hall served as the key hub connecting the Lower and Upper Houses and was responsible for hosting large-scale events.
The upcoming election for the Cardinal Bishop of the Rebirth Church would select the sole spokesperson for the Rebirth Church in the Protos Empire. This bishop would become the Protos Empire's true partner.
With nine o'clock in the morning fast approaching, most of the attendees had already taken their seats in the spacious Franklin Hall and were ready to await the start of today's election.
The outer ring of seats at the very top was roughly divided into three fan-shaped sections: the nobles from the south, the northern nobles, and the nobles from the eastern part of the Empire.
These included the lifelong nobles appointed by the monarch, whose terms lasted for life. The rest were mostly hereditary nobles who had entered the Upper House through their inherited titles.
The factions in the inner ring lower down were more complicated. They were elected or nominated through province-wide elections, representing the various electoral districts of the Protos Empire. Their primary duties were to formulate and pass laws and review decisions.
